DUMPED CARAVAN COSTS FLY-TIPPER £1500

Cannock Chase District Council’s Environmental Health Department have successfully prosecuted a Heath Hayes resident for a Duty of Care offence following the fly tipping of a caravan in Cannock Chase. 

 

On 5 August 2025 Roy Hill of Hickory Court, Cannock, Staffordshire pleaded guilty to a duty of care offence after his caravan was found fly tipped on Cannock Chase. 

 

On 12 November 2023, evidence was found linking the caravan to Mr Hill. Roy Hill stated to Council Officers that he had given the caravan away for free but was unable to supply any details of this alleged third person, and therefore did not fulfil his duty of care. Hill was given the opportunity to pay a £600 fixed penalty notice but did not pay. 

 

Hill was ordered to pay a fine and costs totalling £1480 at Cannock Magistrates’ Court. 

 

The Council is continuing to offer a £250 reward to anyone who provides evidence that leads to successful enforcement action against any person, business or other organisation involved in fly tipping waste in the district.

 

Anyone who witnesses fly tipping in the District is urged to report it to Cannock Chase Council by calling 01543 462621. Key information to pass on includes: 

 

• The date and time of the incident

• The model, make, registration number and colour of any vehicle used

• A description of the offender or offenders
