Important Information for Dog / Livestock Owners - The Dogs (Protection of Livestock) Amendment Act 2025 effective from 18/03/26 |

Dear Resident, We are fortunate in South Staffordshire to enjoy access to beautiful green spaces and open countryside. Many of us spend time in these areas with our dogs, while others in our community keep livestock either for their livelihood or as a hobby. However, livestock worrying continues to be a serious issue. Research from 2024 shows that 4 in 5 farmers reported attacks on their sheep flocks, with many experiencing multiple incidents. Livestock worrying occurs when a dog attacks, chases, or is loose among livestock. Importantly, physical contact is not required—fear and stress alone can injure animals or even cause them to die. From 18 March 2026, the Dogs (Protection of Livestock) (Amendment) Act 2025 comes into force across England and Wales, bringing significant updates designed to protect livestock and support responsible dog ownership. Key changes you need to know:Now includes chasing, attacking, or causing panic — even without direct contact with animals. The law now applies to incidents on public rights of way and roads, not only within fenced agricultural land. Maximum fines have risen from £1,000 to an unlimited amount for owners whose dogs attack or worry livestock. Police officers can now: • Seize and detain dogs suspected of worrying livestock, even if no owner is present. • Take forensic samples (including DNA and dental impressions). • Recover costs for caring for seized dogs through the courts. • Enter and search premises to identify, seize, or detain a dog and obtain evidence to prevent future incidents. The law now explicitly includes camelids such as llamas and alpacas, alongside sheep, cows, pigs, poultry, and other farm animals. | ||
